Police responded to a report of two people shot at Howard and Dauphin Streets before midnight, according to Morgan Zalot at Philly.com. Police believe the man was targeted and that a second victim — who was shot in the foot — was an innocent bystander, according to 6ABCNBC10 says the shooter was wearing a mask.

The victim’s mother sobs at the scene at Howard and Dauphin. She said her son was “a good boy” and usually in bed at the hour the shooting occurred, according to Philly Confidential. Five people were shot in four separate incidents around the city Monday night.
